Liam is a confident Chartered Quantity Surveyor with over fifteen years’ experience in the construction industry. He has extensive knowledge of Cost Consultancy and Contract Administration/Employers Agent roles and has worked across the industry sectors specialising in mixed use schemes, residential and commercial sectors.
Liam manages all QS/EA responsibilities on these projects, matching the varying client’s needs. He has extensive experience in all aspects of QS; working closely with clients and the design teams to ensure the client’s brief is achieved.
Current duties involve providing accurate budget estimates, from project conception through to tender stage. Full involvement in the tender/procurement and full commercial process pre and post contract including all contractual aspects acting as the Employers Agent.

Mixed Use Residential – Pre contract role on two mixed use PRS schemes in Croydon (290 units) and Colliers Wood (260 units). Cost Consultancy and Employers Agent Role.
High Volume Residential – Redevelopment scheme of 89 apartments in Sutton, Greater London. Cost Consultancy and Employers Agent Role.
Hotel and Leisure – Surrey – Mixed redevelopment of a Grade II listed country home and 400-acre estate comprising a 48 bedroom 5* luxury hotel, spa and health club.

I am a chartered Quantity Surveyor and a member of the Association of Project Management, with over 42 years of experience, the majority as a Partner and/or Director of major practices working on commercial, infrastructure and public sector projects both in the UK and internationally.
I was previously a Director of the Macintyre Housing Association providing specialist needs housing, a Director of Borough High Street Developments and London and Waverley Developments undertaking commercial developments in London.
I will bring a wealth of experience and understanding of the commercial drivers of residential projects of this nature. My expertise is in cost control and bringing projects within the Client’s approved budgets and ensuring that best value is achieved through innovative thinking.

Jack is an experienced Cost Manager with 5 years’ experience in Client-Side Cost Management based in London. He achieved an Upper Second-Class Honours Degree in Quantity Surveying from the University of South Wales. He previously worked at Expedite Project Services (a small to mid-sized South Wales based property consultancy) before to joining Savile Brown Associates in 2021. Since joining SBA in 2021, he has been responsible for the delivery of a refurbishment of a high-end residential property in Kensington.
He has also been responsible for the day-to-day client cost management of Selsdon Park Hotel, a large refurbishment of an existing country house hotel with 181 bedrooms among numerous other projects. He aims to provide the best possible service to clients giving them each their own bespoke quantity surveying service. He is always looking for ways to innovate and adapt to all fields of construction through cost planning and financial management throughout each stage of the construction process.

Gary Scagell

Gary is experienced Quantity Surveyor with 7 years’ experience, fulfilling various commercial roles in the delivery of residential and commercial development projects. He has achieved a first-class honour degree in Construction Management and HNC in Quantity Surveying from Southampton Solent University. He previously worked at Welling Partnership LLP in a cost consultancy capacity before joining Savile Brown Associates as a Quantity Surveyor.
Since joining SBA in 2022, he has provided cost consultancy and contract administration service on a range of prime residential and commercial fit out projects including the cost planning of a 180,000sqft commercial office fit out project in the city of London.
He is a diligent and ambitious professional with a wealth of construction experience and knowledge. He offers a personable approach whilst maintaining professional standards. He takes pride in the delivery of all projects and strives to build and maintain client relationships ensuring clear communication at every step. He consistently applies experience gained on previous projects and ensures he is up to date with the current market to keep clients well informed and aware of projects risks.
